Nah, you just need to license lighters and other sparking devices. Maybe have a lighter registration database. I’m sure that both of ’em would cut down on this type of attack.
( note – this is sarcasm for those who are impaired )
I’m thinking smart lighters. Lighters that won’t light except by the person they are registered to.
