A man opens fire in a Chinese Restaurant, then chases one person into a movie theater. He is shot by an off-duty Sheriff’s deputy before he can get in the theater. One bystander was shot by the gunman, but is listed in stable condition. The body counts never really rack up when someone nearby with a gun can stop the shooter.

Strong statement sir. The playing field is definitely uneven when in a no gun zone and since most of the citizens are law abiding, deranged killers have the leg up. We know how to make the necessary changes.
The problem is, until we have a grasp of quantum computation and how multi universe theories work… we cannot say what was prevented. We can guess, but that doent give us hard numbers past a nutjob with a gun and a good person stopping them.
I think it’s fair to call any situation where a gunman opens fire, *especially* if it could be established that there was no personally known target, that it would likely have been a mass murder of some sort.
For example, a couple of years ago, a man shot his estranged wife in the parking lot of a Church. He didn’t even try to shoot anyone else. This is a clear example of plain murder.
On the other hand, the man who shot someone in Oregon, but shot himself at the first sign of someone pulling a gun on him (the victim shot survived) should be considered an attempted mass murder.
Similarly, if someone shoots into a public area, where there are crowds of people, it should be considered a mass murder, even if no one at all got hit. It was clearly an attempt to kill lots of people.
Unless we start doing this, we’re going to continue to get stupid stories like the one Mother Jones recently put out, which said “62 mass shootings in the last thirty years, and not one was stopped by someone using a gun”. (Never mind that the police officers *were* using guns to stop these things; never mind, too, that if something like this is ended early, you’re not going to get enough body counts for the event to be called a “mass murder”!)
