Essentially, this will disallow honest, law-abiding NJ subjects, er, citizens, from being allowed to cost-effectively do the same job.</description>

		<description>People who think black bears are not dangerous have never spent time around them; they are very unpredictable.  I&#039;ve chased them off by yelling at them when I was a kid, but they don&#039;t always run from people.  They will also kill for fun.  I&#039;ve seen where one killed several sheep in a flock and didn&#039;t bother feeding on any of them.  They are very powerful, and can move as fast as a cat when they want to.</description>
