Has anybody looked into the COTR angle?
COTR = Contracting Officer’s Technical Rep
Since Horiuchi is 11 years retired, why is the COTR title being used? As COTR, Horiuchi most certainly influenced purchases (that’s the job). Is this a paid endorsement? Quid pro quo?
