Except for muzzle loaders or other firearms that don't use fixed ammunition. It's very poorly drafted, but it does seem to stipulate rifles. Of course, this opens the door for the dreaded "cubit" loophole. It's not .50 caliber, or 12.7mm, it's 0.28 cubits!
